What I'm more concerned with right now is the technical side of the game.
For example, is there a central server where each model is uploaded to then downloaded when needed? Or is custom content downloaded onto a PC when encountered?

EDIT: I'd like when encountered, but it'd cause some loading for a player to log on.
Maybe have some premade content that's already in the game?

Do it in UDK. It's free unless you make $6000 in a month. In which case you're getting absolutely rich and the $1000 is of little cost to you.

There'd probably be default models.
There could also be a setting user-side that sets it so that the person can join as fast as possible but has to have a wire-frame skeleton model until the model is finished being transmitted to the computers of online players.
There could also be another setting that applies this in reverse so that the player can also join as fast as possible and have all other players be skeletons while they wait for all the other player's models to be finished downloading.

Idea:
There's a "waiting room" moment where players register to play a round on a server. During that time, the content is loaded onto the server. That way, there wouldn't be loading lag during heated matches. Players who have already had their content loaded onto the server in a previous playing just have to sit and wait during the waiting room.
Example:
I register to play a round on a server. My content is loaded and then we play. After a while, I leave. 2 hours later, I register again. However, my content is already loaded, so no hassle on my side.

Source is just plain FREE.
I'm also concerned with load on the central content server. Maybe I could have it cost a dollar to lighten the load a bit? It would also cut down on some work for moderators banning people with offensive models, because who wants to just grief a little for a dollar then get permabanned? It's rather pointless.

Server-side content also makes sense. Probably more than a central content server.

If I made it, I'd make it uncopyrighted freeware so no one would be able to sue for copyright if someone makes a model of a trademarked character. I'd have the model be run through a special program separate from the game so it has the correct animations and the animations are tweakable, and I would make it so that you could have 3 hotkeys to play a custom animation as a taunt of sorts. When a server is joined, the game sends your character to eveyone on the server, but heavily compressed. The file is uncompressed and put into RAM when the file is needed, so the space taken up would not be excessive.

You seemed to have misinterpreted my waiting room idea. I meant that no one could log on unless the waiting room was open. That way, there would be no mid-match loading.
However, there always is the alternative option for impatient people.

It does not have a license of any sort.
It seems you cannot punish custom user-created content in a game under copyright law.
