There are many rather violent games on Scratch (e.g. Agent White), so I don't know what the limit is. I'd say that zombie games and shooter games are generally fine.

My advice:
You could probably have a zombie game or shooting game (As there are already so many on Scratch), just don't make it super violent or scary. Don't add blood, or lots of gore, because that could freak little kids out or just be plain disgusting.
