Scratch was made with FluxBB, to allow users to login with their account on Scratch websites, as FluxBB can be edited with tools like Notepad++.

Nearly all code can be edited with Notepad++, just depends on how good you are at coding in whichever language the file you are editing is in. The exceptions are languages like Scratch, where you drag and drop code and you need a specific editor for it.
