Candy is not illegal to sell if it doesn't say you can't sell it. Most say you can't sell it if you check the tab.
But she was, to quote the dictionary, "obtaining something, esp. money, through force or threats." That is illegal. The candy is not. What she was doing with it is.

Extortion: A criminal offence which occurs when a person unlawfully obtains either money, property or services from a person(s), entity, or institution, through use of threats, rewards, or intimidation or some other form of pressure or force.
From what you posted, it doesn't sound like (S) was forcing (A) to buy the candy, so it wasn't extortion. I don't know if it would be illegal, but (S) isn't really going to ever get in trouble for selling some candy and a paperclip XD

I agree, I'm pretty sure there's no way it's illegal.

Up until these last 3 posts, I almost thought nobody would have known what extortion is. Selling things is not extortion. Making someone buy something could count as extortion in some cases. Here's an example of extortion I like to keep around:
Person A crashes into Person B on purpose and Person A's vase breaks. Person A tells Person B that the Vase cost a lot of money and makes him try to get payment for it with some price that's way too high for a vase he just found in a dumpster earlier that day. Guilting someone to buy something is extortion.

I think it's only illegal at school.
A girl at my school tried to sell a pin. I said it was illegal.
I'm back. Here's a Kento/Shori kiss.Offline
Sounds more like entrepreneurship to me than extortion. Sounds to me like there was a misunderstanding between you and the teacher, unless "S" was trying to force your friend to buy it. Selling what you don't make isn't illegal, though shugocharafan88 brings up an interesting point. I'm not sure if it is illegal to sell things at school, but the administration might not like it if students are selling to other students. Having said that, the teacher didn't seem to be upset that she was selling candy, only that she was "extorting" a student, which says to me that the administration allows it.

I guess I should edit the post, because it's not obvious from what I posted that it was extortion.
And yes, the candy was illegal to resell.
