That doesn't sound right. What operating system are you trying to install Scratch on? It sounds like maybe you downloaded the files only version which comes in a ZIP file. I've always used the ScratchInstaller version and had no troubles with it.

I think you downloaded the files only version. Go to the download page again and choose ScratchInstaller1.3.1.exe. This will download the installer for Scratch.
