Anyways, I have opened a forum called Touch'd. Even if you don't like the HPTP, there is an off topic section also.

Unfortunately, forums aren't one of those sites the Scratch Team can't allow without prior approval. To get approved, you should check out this thread and request for your forum to be approved once it meets the guidelines.
Until then, you can link anyone interested to your forum via a comment on their project. For example, someone may post on this thread indicating that they'd like to visit your forum. You can then comment on a project of theirs with a link. (It seems a little strange, I know, but the ST has decided that that's the best way to allow Scratchers to get exposure to their site without advertising it in the forums.)
