here is my idea.
on the page with the project there would be another section like "More Projects by -----"
called "Adds"
and below the project would be an advertise button
. when you click it it adds the project to a list and on all of your projects it would pick 3 random projects from this list and you could not advertise your own. some people think that it should be from your "Favorites" but the resin it should be a different list is that this way a lot of people will "Favorites" a front page project and it will get a lot of ads bot if it is a different list then that wont happen

You can advertise 2 of your projects at a time, and
Projects over one month old must have at least 1 love-it (that is not the creator's) to be advertised, and
Advertisements must be renewed after 30 days. If they come to not meet the requirements, they can't be renewed.
ST has to approve advertised projects (to prevent inappropriate projects).
Edit: maybe you can pay, like $5 per year to have unlimited advertising. They could use the money to produce Scratch for Mobile.
