First off, you're thinking of RAM, not hard drive space. It all depends what you are using it for. My main gaming computer has 920 gig of hard drive space, and 8 gig or RAM. That computer is great for games. Here is what I would suggest for netbooks:
Typing, skype (Maybe) Really small netbook games (minesweeper (Not minecraft) Solitaire ect.), surfing the web, a bit of music, maybe movies and paint editors. Tell me what you want to do on your netbook, and I'll try and tell you how much RAM, and Hard drive space you'll need.

It seems okay... does it come with Windows 7 Starter? That's rubbish, doesn't let you change wallpapers, gives you an ugly theme... install Linux instead
I'd also think about getting a proper monitor. I'd also think about getting a desktop instead if you can get better similar specs but a better screen at a similar price.
250GB is good. Drive space is very cheap these days so RAM and CPU is more important.

Or try to find a used laptop with linux and minimum 512 MB memory under 90 pounds.
Test and Scratch (install, edit, upload) at least one hour a used machine before you buy, these come often with NO warranty and a defunct battery.
