I want to use the Paint Editor to edit a costume.

When I Edit the costume, I've read in the Tips that I can select around the section I want to keep with the Selection Tool. If I select the "Selection Tool", all I can do is draw boxes with the crosshairs, not outline around an irregular shape. Is it possible in the Paint Editor to outline around an irregular shape?

No, it doesn't have that feature.  You can export the costume to an image file and edit it with another image editor that has more features though.  I use Paint.net (which is free) when I want to do more extensive editting than the Paint Editor allows.  Then, I import the file back into Scratch.  Hope that helps.
