that ip address is your local ip, as such, only people on your home network will be able to join (those that are connecting to the same router as you). lots of complicated things need to be done for external users to be able to access your mesh game.
Also, what scratch project would people use on this mesh? how would people communicate?

To use over the internet you need to forward the scratch mesh communication port on your router to the host. Give out the router IP address and it will forward all communications to the host.
Oh if you enable mesh may I request you play my mesh games.

As kayybee and what-the said, that is your internal IP address.
I suggest read about IP addresses here, or at least the Private/Internal IP addresses: http://compnetworking.about.com/od/work … 42400c.htm
If you want to host Mesh or run Mesh, I suggest looking up Port Forwarding: http://portforward.com/
