Maybe chatting should be allowed with a mod in a group at a preset time

I know what you mean. However, chats are SUCH a pain. First of all, there is no way to completely monitor and control them; people are always going to abuse them. Second, lots of parents aren't comfortable with their kids chatting online. And third, that's not what Scratch is about, it's about sharing, programming and creating. And stop me if I'm wrong, but Scratch was created for programming.

Last two sentences were sort of redundant, but correct in the essentials
Scratch isn't really the place for chatting
