Scratch 2.0 could have a scratch web reader built into the Scratch application. The reader could temporarily download the app, and you could even instantly remix it. Plus, this would allow the applications to run faster. And, even better, they wouldn't even have to touch a web browser.
Another idea is you could view forums from the web reader. Just seems simpler.
In fact, why couldn't you make the web reader do everything the website does???

Pretty much what I'm getting at is to let the application download info from the page to a reader so you DON'T have to go to scratch.mit.edu in a web browser.
Try looking at Mozilla Thunderbird. It's Mozilla Thunderbird BUT it doesn't load email, it loads Scratch.com and everything like it.
(Note : It downloads the search. Galleries and projects and a handful of other things would be downloaded when accessed.)

I'm sure that if someone wanted to, they would create such a thing, as it wouldn't be too hard.
That reminds me, try Scraps, something awesome Fullmoon wrote for Scratch Resources. It is the same idea, but it might give you a head start on how to do it.
But why would you want to have ANOTHER program? It is basically useless, unless it provides a more unified Scratch experience.
