what is going on with Miscellaneous?
I never used the miscellaneous forum before, and I just opened it today and noticed that so many of the topics have nothing to do with anything related to Scratch... Is that the way it is supposed to be? Or should those be reported as spam?

That's how it's supposed to be. Miscellaneous is for topics that have nothing to do with Scratch.

Well, originally it was for Scratch or programming topics that didn't fit into any of the other categories, but it's grown into a forum for discussion of anything not related to Scratch. (within reason) So yes, those topics are fine.
