How do you put a message before your location on your my stuff page?

I want to put some message, and I have seen a lot of messages before location. look at
this I want a funny message like that.

Sorry, you have to have put your age as over thirteen when you signed up.

Because when you’re thirteen, it lets you show your location. Since it can list all of the countries, it can’t list every single city in every single country, so it lets people type in the city. Well, these people didn’t type a city, they typed a message.

And it allows you to change your city (incase you move, or something) so the person can change their message too.

Pretty neat, huh?
