I'd vote for Quimby. Sideshow Bob is just psychopathic. His job is to try and kill Bart, not run Springfield.

[On the other hand, he's like the only intellectual aside from Martin Prince, who's a goody two shoes which means he sucks]

Yes.

I've heard the first 8 seasons are the best, but I haven't seen much of it afterwards so I wouldn't really know. If you have Netflix (with DVD's by mail), then the DVD's are available there.
