The problem then is that sometimes old threads may need to be posted on. However, New Scratchers often don't understand the specific, rare circumstances when it is permittable to post on an old topic.

It's only true in some of the forums. Topics close automatically in Miscellaneous and New Scratch Members, but not in All About Scratch and Advanced Topics for example.
As for the suggestion, I definitely support. This would indeed make things a lot easier around here for the mods and teach New Scratchers the rule before they can break it.

You're both correct.
A member of the Scratch Team has to manually fire a MySQL directive (why did they not use cron jobs in the first place?), and the database automatically archives old threads in some forums. 2 weeks for Misc and 2 months for NSM and other stuff
