If you see ANYTHING BAD flag it. If you own the project, though you can remove the comment/tag/project by these methods, comments: hit the small X in the corner of the comment. tags: same as comments, also if you get too much trolling you can disable commenting+tagging. projects: go to the main area of your stuff where you can hit a check box and hit delete selected projects!
Actually, it's encouraged that Scratchers use the "flag as inappropriate" button for bad comment on your own projects as well. That deletes the comment while sending a message to the Scratch Team.
Yeah, meanwhile it will not show the comment to that user, correct?
If the comment was made on your project and you flag it, the comment will be automatically removed and no one else will be able to see it except the Scratch Team. If the comment was made on another project and you flag it, flagging it will hide the comment from you but not everyone else (this is to ensure that users don't abuse the flagging function on other people's projects).

what is "trolling"?
The process of metamophing into a supernatural mythical creature due to the beta wave radiation emitting from your computer that alters your DNA bit by bit.
Also, what I'm currently doing to you.

trolling is posting rude comments frequently. often starts flame wars, which are HUGE arguments. If you troll on scratch you will probably be banned. DO NOT TROLL/FLAME trolling and flaming makes me

Very well said! However, the Scratch Team will warn you before banning. Banning is a very extreme way of handling things. Still, just be helpful and you won't get in trouble

I dont see many bad comments, there are silly ones but nothing bad! only work hard and have fun and things will be good for you.
Blocking comments? You mean flagging?
No, there is a button that says 'Disable commenting and flagging'. Try it.

Trolling is where people just randomly post mean stuff to start conflict. Its like a bully.... they say mean stuff to see your reaction.

I mean as in trolling every project by a new user since they arent as experienced. Which can be annoying how people treat them

If a scratcher says Somthing mean to you... Don't post back!! Flag it and and leave! the whole point of a random mean post is to see your reaction! So don't post back And Then flag it. Flag it first and don't post!

I would say no. Adding words like "Waffles" in the tags is not good but its not spamming. If that happens to your project, you can delete it and if you see it on someone elses project, you can flag it and the Scratch Team will check it out
Answer your question?

If the Scratch Team thinks you should'nt have, they'll send you a message telling you so. Otherwise, they will delete it and you will not hear back from them.
