Well, there was (is?) that app, but it only lets you view projects. No one's ever attempted to make an app that actually lets you make/edit projects.

I know that the Scratch Team has looked at what it would take to make a development environment on portable devices. It's certainly something they are interested in but it would be quite challenging, given the very small screen space there is to work with. Also, they are pretty focused on getting Scratch completely web-based right now.

The Team could hire a third party developer to make an app, since they seem to not have time for that. WAIT! Before all the moderators start complaining that Scratch is a nonprofit organization and blahty blahty blah it costs too much, the app could cost, say, 99 cents and possibly have ads. That would cover the cost. And as for screen size, I have an iPad and it's screen is plenty big.
