You mean the _meow_ emote? That's only meant to work in the comments. On the forums, we have a whole other set of smilies, which you can find here.
I'm taking a break from Scratch until 2.0 comes out. Any messages sent between then and now probably won't be read - sorry.

The Forums are actually separated from the main website, so if they wanted to implement the Scratch emoticon here, they would have to write a new code. ^^

No. Do not implement that on the forums!
You can use [img]http://scratch.mit.edu/img/pages/credits/cat-face-bullet.gif[/img], if you really feel the need.

Scratch cat emotes do not work on the fora. That's only for comments, if you haven't noticed. You need a direct image of the cat in order to post the face.
