Do we really have an issue with too many topics? It would seem to me that excess topics would tend to drop out of sight pretty quickly, if people didn't post to them. Or, if they really belong on an existing topic, just report them so they can be merged.

Stop with the 60 second rule thing. It's not annoying. It's something that's good. If you post something and get the 60 second rule, maybe you should take it as a warning that you should make the post longer, and possibly more helpful.
I think that maybe 110 posts per day and 1 topic per day (770 per week, 7 per week) would be okay.

I believe there's already an unwritten guideline for something like that in Miscellaneous.
I'm not mistaken, we usually suggest a limit of around three new topics per day to prevent Miscellaneous from being flooded with topics by one user; so far it's worked just based on the front page of Miscellaneous right now since each user has no more than three topic on the first page of Miscellaneous (as of this moment, of course, it's bound to change over time). There are no limits on how many posts can be made in general - they just have to stay on topic and follow the given guidelines (and Scratchers are expected to report off-topic cases or cases that break the guidelines).

Yep, they exist, at least in Miscellaneous anyway. Other forums don't really have that policy, but that's probably because most of the aggressive mass posting is in Miscellaneous.

I believe there is a current limit of 2 topics per day, and public opinion would wipe you out if you started becoming like somelia(no offence).
If, like me, you posted ON TOPIC posts, then why should you limit it?
In fact, I believe we should change the 60 second rule to 30 seconds at most. Or even none. Kongregate has a 0 second rule and it doesn't get spammed up.

Alright, I do NOT support. I have opinions, what happens once I've USED UP ALL OF MY POSTS? Would I delete one of my older posts? That would be so annoying. I think that this would be useless, and in fact lose many forum users.

I don't agree with having a post limit, but there should be a topic limit (in Miscellaneous, at least). I think 7 topics per week is more than enough.
