w00t!
I was watching Gulliver's Travels (2010) last night, and I recognized the actor that played General Edward. Later I thought it might be Chris O'Dowd. At the end, I checked the credits, and it was!

It turns out that the same actor played Curious George, Bigtime and Baggy beagle (from Ducktales), and Megatron, Mixmaster, Frenzy, Rumble, Soundwave, and various other decepticons in the Generation 1 Transformers cartoons (from the 80's).
