Now, I know test accounts are allowed. But what if you want to reserve a username, or if you wanted to pretend to be someone else just to see what would happen.

It says not to game the community, and in my opinion, it wouldn’t be. Especially if the two users had no interaction at all. As if we didn’t know each-other.
And what if I had two accounts that didn’t interact, except for if I told everyone I was really me. I wouldn’t be gaming the community, or pretending to be someone I’m not.
The one specifically that I would want is to make another account, that has absolutely NO interaction with this one, as if we really were different people. Would that be allowed?
Basically, these are the questions:
Can I reserve a username?
Can I make another account and have no interaction with the original, but no one know about it being the same person?
Can I make another account and have no interaction with the original, but people know about it being the same person?

Well, there's nothing wrong with making another account in the name of your choice - as long as it is appropriate and it isn't an attempt to impersonate somebody else's account name, etc.
But using the account at the same time as you are using another account (without declaring that it is you) does make me concerned as it opens up the potential for abuse in things like votes for moderators.

Maybe if you do that, you have to tell the mods and scratch team, so they can give one of the accounts voting rights and the other account is not allowed to vote or do surveys.

But I also have a brother who uses this computer.
He hardly ever uses Scratch, but he has an account.

What if I reported this post, and told you what the other account was?
I already used it to reserve the name, and then I got the idea for a double account. But if you want me to delete it that would be fine.

I think you're allowed to reserve a name by making an account named what you want, and test accounts for programs are fine (laserPrototypes), but to SPOOF, or impersonate another user, even if they are inactive, is not allowed, I would assume.

Can I make another account and have no interaction with the original, but no one know about it being the same person? — Sure! I have one! I should remind you that mods can see your IP and will know who you are

But I'm getting off topic. Anyway, I don't know how, maybe and yes.(an example is a backup and/or a test account)

No, I don't see any need for you to delete it. As long as you use it in good faith, there is no problem.
Don't try to use it to get two votes in the moderator elections, don't pretend to be another Scratch member. Don't join into a topic you are already in with your first account pretending to be a totally separate person with the same opinion to lend more weight to your arguments - or with a totally different opinion to try to increase the drama. Basically, don't use it to play games with the community. If you want to be a new person, that's fine, but doing the kind of things I've just described are against the Community Guidelines.
As for whether you reveal to others that it is really "henley", that's up to you.
