Theres a plugin called Lightweight Chest Protection (Or something like that) that you might want to look into, it allows player to lock their chests and unlock them for certain other people.

I'm am going to answer these the best I can:

1. As long as the farms are out of sight, you can have farms in buildings. The main reason for that rules is that farms are kind of ugly, and spawn city is meant to be the main, populated city.

2. That's up to The-Whiz, can't answer you 

3. If it explodes out and the open and just makes a hole, fill it. If it explodes and takes out a small part of someone's house, then fix it also. And if it takes out something important, or a large part of a house, request assistance and try to rebuild the area best you can.

Ermz... Can you define bukkit?
What plugins need updatin', etc.
And also - are all plugins necessary?
On another server I play, they updated after getting anti-hack and anti-greif stuff, and then just added the plugins when they got updated.
Idk if any of your plugins aren't absolutely nessecary, but I really wanna get started.

You'll be whitelisted soon! Bukkit should come out withing the next two days 

Their taking their sweet time...

I've got them, but there were thousands. It took about 10 minutes to get there because of mega lag (took about 5 seconds to go 1 block). The orbs are still orbiting me.

Current status:

I don't think there are any left,  but seriously, you need to suicide more
