Well, if anyone here want to download the site they will download my games and have access to the commands of my game, so it may aver plagiarism.
How not to allow others to have access to the commands of the game?

It would go against the Scratch motto of "Imagine, Program Share." There is not a way to do that.

Right now, no, there isn't. You can flag it though if they don't give credit and it doesn't say "Based on gabcar's project" underneath the "X user shared it x time ago," because then it's copying without credit.
But currently the Scratch Team's policy to the best of my knowledge is that if credit is given in any way (project notes, Based on gabcar's project, etc.), then no action'll be taken. It can be annoying, but sadly that's how it is. Sorry, I really hope people don't rip off your projects.
