I'd imagine that, in the main MLP thread in the Miscellaneous forums, posting pony pics is given since most would see it as being related to the topic. Whereas where it's used outside the thread (like some sort of meme spam), it's less accepted. So if you see people posting pictures of ponies where its irrelevant, just report it.
Keep in mind that any extra images (not just ponies), smilies, spaces or words like "inb4close" that don't contribute to the discussion is seen as spam. So report them when you see them.

If it's a picture that showed a happy pony and said "yes" then no. (many people use pictures of memes or stuff with text for their posts)
If it's a random pony in this thread that has nothing to do with anything, then yes.

If it doesn't contribute to the conversation, then yes, report it. Just remember that while spam isn't tolerated, pony content is not automatically spam.
