Remix "blank" - for a project that people remix
a lot of people disappoint other Scratchers by commenting on their project and saying they are going to remix... but they don't remix the project
don't comment saying you are going to remix if your not going too, it's really disappointing when someone does this

I agree. If someone keeps doing that, it will be considered spam, and if a user does that constantly, I suggest you report them.

Report them? But maybe they just never got around to uploading the remix, or didn't like how it was going.

I'm thinking maybe they never had time to do the remix - sometimes people bite off more than they can chew and say they'll remix a project only to find out remixing the project in a certain way is harder than they expected. Or maybe they forgot their promise to do the remix.
Unless it's something serious like promised remix fix-it or a remix for a collaboration project, I'd probably just let it go and let people remix on their own time. ^^
