(One of the workers forgot a space between "game' and "has" so I changed it) They said... Hello,
Thanks for writing. It’s great to hear what you would like to see from us in the future, and I’m happy to document your comments and share them with other departments here at Nintendo.
I know that it would be great to tell you that Nintendo Vs. Capcom gamehas been announced and provide the release date. Unfortunately, there hasn’t been an announcement or even a hint of an announcement—either from us or our licensee partners—so for now we have to assume that it doesn’t yet exist.
Of course, new products are revealed by us and our licensee partners throughout the year, so keep checking our website's “What’s New” section (http://www.nintendo.com/whatsnew) for the latest information and announcements.

This does kind of means that Nintendo and Capcom are developing it.
I sent Capcom a message they didn't reply yet, check back to see if they will.
EDIT: Wait what? Unfortunately, there hasn’t been an announcement or even a hint of an announcement. But they said that they got a release date for it then they said that that don't have any hints for it, why are they tricking me?

That sounds like a generic reply.

What Nintendo meant is that Sakurai wants Capcom characters in SSB4.

Mega Man is a full on CAPCOM character, they're just a third-party that releases their games on Nitendo systems.
