Great idea! Could you propose a list of users whose projects have not been featured or are not "well known" that you think should be members of the week? Also, could you explain why you think they should be members of the week? (you are not allowed to nominate yourself 
)

If you will make a "Members of the week", I think it should be called "Featured Members" to match with "Featured Projects".

This could be a good way to boost the self esteem of a lot of young programmers. If you're going to do this then it might be a good idea to have some rules like only novice programmers, only if you have completed a certain number projects, and if you've contributed to the community in some way. If you don't participate a little bit then it may be hard to get an independent nomination.
I think early on Mick may have been a good example for someone that could be nominated for something like this.
