That always happens to me. Normally if you wait several minutes it'll upload, or it might mean there's an error.
Check that the file size is under 10MB: if it is, but it's pretty high, then it just means you have a big project but it'll upload fine.

Deleting files won't help. If the file is over 10MB, try to compress it or get rid of a sound, but it's best to wait an hour or so first before compressing incase it was a server error.

You can remove things that may be taking up space in the project such as music. First though, you should make sure that the project is indeed 10mb or more by finding the file in your file browser. (In Windows it's usually in "Documents > Scratch Projects".)
