Exactly this. Becoming a Scratcher is a simple matter of staying active by uploading projects, posting on the forums, and being patient. You'll be upgraded by the Scratch Team after being active for a while.

But I don't upload projects!! My dad said to wait awhile, and not upload like crazy. I do post on forums, add comments and tags, create galleries, and all that other stuff on Scratch. I just don't post projects, that's all.

You don't have to "upload like crazy". A few projects will usually do.
Also, what's the point of Scratch without projects? (Prepares for Miscers to hate)
