I like to use Free Play Music.  It has a ton of free music that you can use, most of which contain no vocals.

Best place to get music, you just have to give credit(see here). It even tells you what kind of mood or theme it is, and allows you to search. I use it all the time.

You can't use music in Scratch without having it stored locally on your computer.  hmm

I meant downloading the whole music browser. I know you have to download each piece of music.

I asked a similar question on Twitter (@MrFichter). Someone recommended www.jamendo.com. I spent a few minutes reading Jamendo's FAQ and terms of use: from what I've read, seems like it would work well. If anyone ends up giving it a try, please let me know!
