Bombadill seems to be the ageless type, which means he may very well be older. Treebeard, being an ent, is of course very old as well.

Bombadil.  If memory serves, both he and Gandalf say he is the oldest.  That, and the fact that Tree Beard actually has a species that could have produced him while it seems Tom doesn't have relations.
