How to become a scratcher
It's very easy. All you have to do is have 50 posts. It has nothing to do with the date you joined. Post a few projects a day. Being a scratcher means you can now post stuff in misc.

No, it depends. You don't get it automatically with 50.

Before it was 50 posts to get a signature, but it was way back, before the New Scratcher title existed.
