The Scratchr domain is owned by the Scratch team. The team will offer a domain to people creating what they call a "Scratch satellite site". As far as I know only three sites exist on the domain. Scratch resources as a sprite, costume and sound resource for Scratch, chirp which belongs to Andres who is part of the Scratch team and the block library.

Chirp IS a mod indeed. He probably got the scratchr domain because he was on the team and it's the first mod (isn't it?)

Jens got the domain because Andres offered it to him. It's only receivable by having to being offered to you. Mainly if you need the space for a great project to help the community. Like the Local Block Library; Sparks has worked long and hard on it and has started building a website for it, after a while s/he was given a domain on scratchr.org for the local block library, which I'm sure s/he will release the site when it's ready.
