Also, I have noticed that banned people often move to other sites like Stencyl or Swell Forums

Hey jji7skyline, block are usually given when a user continually breaks the Community Guidelines despite being given several warnings, or commits a pretty grave offense (like spamming Scratch with pornography images, for example).
When a block is given it's usually does not have an expiration date, so in a sense, it's already permanent - you might this is weird, but what the Scratch Team wants is for the original account owner (or sometimes even the account owner's parents or guardians) to contact the Scratch Team in order to come to some sort of understanding. If the Scratch Team feels that the account owner understood what happened and will use the account responsibly, the Scratch Team will adjust the ban time or unblock the account; permanent blocks that usually stay in place are extreme cases (like if a user has been blocked before and can no longer be trusted to adhere to the Community Guidelines, and, of course, the oddball case of the commercial spammer).

It's probably because there are other Scratchers on those forums. It's not surprising to see blocked Scratchers moving to other forums or online communities when they disagree to adhere to Scratch community guidelines.

1.) Commercial Spam (I mean like you register and the only thing you do is post stuff like "Check out this site! Scratch." But with google being a site people are paying them to advertise.
2.) Trolling (I think we all know what this is-You get perma'd if you do it badly, but the Scratch Team might forgive you)
And posting inappropriate stuff and things like that are probably considered trolling. That's all mods can ban for, though I'm not sure if there's more.
