What if I have a cool project that nobody is viewing, but I don't want to boost the views by adding unnecessary tags? I think Scratch should have a new section on the home page that features 4-6 different projects that change every day, 4 hours, 1 hour etc. Every project would have an equal chance of getting featured, except there could be some sort of filter to not include "boring" projects that consisted of a few sprites and no scripts, and other projects not worth showing.

You could try posting an advert in Show and Tell. Quite a few people look there, and I've seen quite a few people who put an advert in there, then go on to get the project on the front page. There's also a very helpful guide by Jonathanpb, which might help you with advertising both on and off the forums.
If you find a project by someone else that you think deserves a feature, you could always recommend it to be featured in this thread.

WARNING: Wall of text ahead
Ranting is not going to get you anywhere. Not to be mean, but I barely get any views. Do I complain? No, I just take the views that come. Becoming famous is not good. Yes, more people view and comment on your projects, but do you really want to scroll through 100+ messages every time you log on? Being famous comes with a price, just like in the real world.
Also, the front page already has enough sections. Newest projects shows the newest projects uploaded, so your project showed up there once.
And what you see boring might not be what me or other scratchers boring.
I think Minecraft is boring, and My Little Pony: Friendship is Magic is fun to watch. (bty, I'm a boy, just to clear that up)
Maybe that's not your opinion.
And with the "few sprites and few scripts" is maybe a sprite pack in one sprite or a 1s 1s project.
If you make a project somebody truely likes, you will get views. In turn, if you make projects that nobody (except very few people), expect to get less views. Look at the front page for ideas on what to make next. But don't copy, spam, or flame/troll.
Adding people to your friend's list helps, too. When I get added to sombody's friend list, I always look at their userpage. Chances are, many other scratchers do, too. If I like their peojects, (if any,) I usually friend them back. If I don't like them that much, I suggest ways to improve, then add them to a list. A month later, I check that list, go on that user's page, and look at their projects. If they have improved, I add them. If not, I give more suggestions. If I do add them after that, I take their name off the list. Everyone on my friends list has projects worth looking at (dom818), or is famous on the forums (ace-of-hearts), or both (MyRedNeptune).
So after reading (or at least scanning) this post, have you changed you mind about ranting and about your opinions?
Also some tips:
- Don't be annoying.
- Don't spam
- Add people to your friends list
- Make stuff people like
When I was a Scratch n00b, I used to do that stuff I said not to do. I even consiterded quitting for a while, and even made a project about it.
It went like this
"I'm quitting. Yep, it's true.
But, I people truely care, I will come back. That's about 5 love-its. If I get 5 love-its in a week, I will stay. If not, bye."
I have since delated the project and moved on from the "I'm not getting enough views" stage.
I'm sorry to make you read so much, I tend to write a lot when I'm angry (not at you, just other problems, like I can't figure out some squeak code, or my dog ate somthing of mine, or my sister won't leave me alone, etc.)

Sounds just like the "What the community is loving section to me"
A lot of "fame" is luck, and what you're talking about won't change the "luck factor" much more than the love-it section already has. And the love-it section does filter out "boring" projects.

First off, to owetre18: Yeah, I know that for the first 20 minutes after I posted it, my project was in Newest on the front page. But that also gets projects like this one. That's what I mean by boring. And ranting? Really? I don't think you would call it ranting if I took out the first sentence of that post and moved it to the suggestions forum. This isn't just about my project. But, good suggestion about the friends list. Good advice in general. Thx.
Second, to Wolfie: That thread looks cool. I might try it.
Third, to MoreGames and scimonster: Yeah, sounds more like Surprise Projects, but that's not the front page. And love-it requires the project to get some views first. I'm not talking about love-its, I'm talking about views.

Or how about an "Elegate for Random Projects Section" on each project instead of a sprite/script counter. You couldn't elegate your own projects and an elegation would time-out after a week and have to be renewed by a new user (so one troll couldn't just click elegate on every project he/she saw and ruin the system) You'd still have a huge source to pick from, and the "boring" projects would (hopefully) be filtered out. What do you guys think?

Ok here's a guide about making popular projects:

Here's the project I've been talking about:

So what you're saying is you pull up a list of random projects, watch them and choose which ones you think are good? Isn't that what love-it does?
But the criteria is lower than the "Most Love-it" section. Basically: any project worth "competing" for the front page by anyone's criteria can be elegated for this section for a set of time per person (I referenced a week in my previous post). 3 random projects are picked from this large but hopefully pruned group of projects.
As a new idea, at first I'd expect a surge of projects (since everyone can elegate any project) but as time goes on, hopefully the selection of projects would thin down to a still large but hopefully at least decent set of projects.
