This website is not in any way, shape or form harmful to the Scratch community, nor is it related to Scratch. No link from http://tinyurl.com/quodoligy links to Scratch.mit.edu. All Terms of Use on Scratch are met in the website and we have two, good moderators. Thank you, and enjoy!
Note from moderatorThis site very clearly does contain a forum. As for whether it meets the Scratch Terms of Use (now called the Scratch Community Guidelines), that remains to be proven. In the meantime, the same policy applies: Please do not advertise your site on Scratch. Once your site has been up and running smoothly for at least 6 months, you can contact the Scratch Team and ask for an exemption from the policy.

I'm pretty sure using tinyurl to get around the pun bb filter isn't allowed... The whole point is they don't want you to link to a forum created on that website, for it has been hacked in the past. Why don't you set up your own phpbb3 forum? You can download from phpbb3 from phpbb.com.
