Can Scratch be hosted on a web site?

Can the Scratch program be hosted on a web site so that students can build projects online without having to download the software and install it to their computer. This would help out students who visit our educational site, want to build a project but their school district tech department will not allow them to download programs to their school computers.
Is there any solution or suggestions?

Funny... Where I am they let you download programs but they "refresh" the computers to before the kids went on. Also Scratch works off of a usb drive so you could run it off of a cd maybe...
