You simply can't upload until they stop the no uploading thing.

Lots of people are already out of power. It will be far after the deadline and many people wont have thier collabs done!

If I understand the reason correctly, if the main server gets damaged or if the power goes out, it's possible that uploads to the site would be lost. The Scratch Team is taking preparations like backing up data to prevent worse case-scenarios should Hurricane Irene cause some sort of big damage (like damaging the server or if the power goes out), as disabling projects (although annoying) helps with that preparation.
