Uh, I've never stolen from my friends, and yes, I would tell them. I am not morally messed up and neither are my friends.

... maybe, depending on the friend. But yeah, I wouldn't steal. I'd ask my friend to lend it to me.

Some "friend" you have. Are you positive he took them? If you are, then the next tie you see him, go over to him and say it. "I know you took my games. Do I look like I'm happy about it?"
If you're "friend" is any kind of "friend", he'll apologize and give back anything he stole. If this happens, give him another chance. He was honest enough to admit what he did wrong. If he denies it, you know that he's acting like a turd. Friends don't steal each other's video games and 20 bucks from their brothers. Period. 
Hope I helped. I've actually have been through the same situation. My "friend" said she'd borrow this Wallace and Gromit video that I LOVE, and she never gave it back. I asked her where it was and she just said "I don't know" or "I lost it" without apologizing.
