It's called "emulation".
You COULD do it offline but it would require downloads.
A ROM file is contained in every cartridge/disc.
The system uses coding located in its memory to load the game, make it respond to the controller, and display things on the screen accordingly.
An emulator uses the same coding as a system uses, only slightly altered to take input from the keyboard.
