We have Loved, Viewed, and Remixed, so why not Downloaded? It'll give a game with clever programming a chance to get front paged.
To prevent remix chains getting there, a most remixed project cannot be on the Most downloaded list.

How about a project on Most remixed cannot be on Most Downloaded? Problem solved.

They're all already like that, for example, a project can't be Top Loved and Top Viewed. It might really be #1 in both, but it will only display under one of them. So Top Remixed would end up being #1-#3 most remixed projects, and Top Downloaded would just end up being #4-#6 of the Top Remixed.

That example is untrue, because my Astro Arachnids II was on both at exactly the same time.

But was it on the front page in both places? (no.)

There once was a Top Downloaded a couple years ago. From the Scratch Wiki:
Scratch Wiki wrote:
Top Downloaded: It is unknown why this was removed, but some suspect it was the result of many users discovering they could download their own projects as many times as they liked. There have been multiple campaigns to return it, as it generally displayed projects of complexity that interested many users. You can always still see how many downloads your project has on its page.
