Best and worst cartoons! :D
Here's my list (along with the reasons why I like or dislike them).
Best:
-SpongeBob: I like this cartoon a lot. The characters are unique and it's just one of my favorite childhood memories. Recently, however, the episodes have lost some of their pizzazz.
-Foster's Home for Imaginary Friends: Great character design and a unique premise really makes this one a win. Not just that, but the voices are perfect for each of the characters.
-Phineas & Ferb: Another unique premise and more awesome characters.
-American Dragon Jake Long: It has great humor and the show is really awesome.
-Kim Possible: I'm running short on what to say, but this show is good.
-Rugrats: Nostalgia and such.
-Arthur: More nostalgia.
-PB & J Otter: Even more nostalgia.
-Rolie Polie Olie: Nostalgia overload.
-Veggietales: Whoever thought of vegetables singing and dancing about God? No one, which is why this show is awesome.
-Clifford: It brings back memories of my preschool years when I would just sit at the house, relax, and watch PBS Kids all day.
As of right now, I am running out of energy from all this thinking. I'll add more if I can think straight later.
Worst:
-The Problem Solverz: The character design is horrible, the voices are annoying, and there's a bunch of flashing colors all over the place. It's seriously gonna cause a seizure.
-Fanboy & Chum Chum: It has suckish animation, bad character design, and annoying voices. There's barely even a plot or storyline and the theme song gives me a headache. And don't even get me started on the "jokes"!
-Planet Sheen: I expected better from the creators of Jimmy Neutron! What a disgrace. The characters are gross-looking, Sheen without Jimmy and Carl is just an idiot, and the whole premise itself is just...bleh.
-Chowder: Not as bad as the first three, but it's still annoying. Most of the characters constantly shout at each other and the show itself can get pretty boring.
-Rated A for Awesome: It has bad animation and annoying characters. Did I mention that it's a ripoff of Phineas & Ferb? Go look it up. I dare you.
-The Regular Show: The characters are fine, but the whole show in general is just garbage. Is it just me or does every Cartoon Network character sound like a skater dude now?
-Dragon Ball Z: I know a lot of people will hate me for this, but I just think it's really annoying and overrated. The characters scream for an unreasonably long time, before finally fighting and the English dubs are horrible. I also think it could do a little better as far as animation goes.
-Fish Hooks: I have no idea why I find this annoying, but it just is.
So far, this is what I have. If I can think of more later, I'll add them to the list.
Please don't be offended. These are just my opinions.
Discuss and make your own list. 
EDIT: Just to clarify, it can even be a baby show.

I agree with the worst ones except for Regular Show. I like Regular Show
My favorites are Adventure Time, Spongebob (before season five), FHFIF, The Simpsons, and (IDK if this counts) Charlie the Unicorn/Llamas With Hats.

Best: Martin Mystery, Classic Spongebob, Classic Fairly Oddparents, Teen Titans, Danny Phantom, Ren and Stimpy, CatDog, Max and Ruby(hey, it was my favorite preschooler show!) Dragon Tales(again, another preschooler show I liked), Freakazoid, TDI(season 1), 6teen
Worst: Monster by Mistake, Failboy and Dumb Dumb, Problem Solverz, Flapjack, New Spongebob, New Fairly Oddparents, Dora, Almost Naked Animals, TDI(season 2 and up).
You lived a good four years, Scratch 1.4... May you rest in peace...

Foster's Home was awesome too. I agree with you completely on Spongebob. And just so you know, DBZ was a 80s/90s 'cartoon' (anime) So the animation wasn't really bad. And its unique and has awesome characters (ITS OVER 9000!!!)....

Oh, Cartoons.
The Best:
-Futurama:Plain old awesome. Can't get much better than Futurama. It's really funny and the plots are so creative. Anything out of the minds of those working on the Simpsons is worth watching.
-The SimpsonsWho can hate The Simpsons? It well could be the greatest show of all time, cartoon or not.
-Phineas & Ferb: It's pretty good.
-¡BOB ESPONJA!: Spongebob. In Spanish.
-Spongebob: It's like ¡BOB ESPONJA! but in English.
-Arthur: It's for small children, but sometimes I can sneak it into my TV diet.
-Beatles Yellow Submarine:
The Worst:
-Fanboy and Chum-Chum: Watching the commercials makes me sick.
-The Mighty B: Amy Poehler should not do cartoons. I like Parks and Rec though.
-Penguins of Madagascar: Annoying. So annoying.
-Chowder: PFFFFFT
-Anything and everything on Cartoon Network: What? A TV with no channels but Cartoon Network? I WILL CHUCK MYSELF OUT THE WINDOW.
-Hey Arnold: Nothing good about it.
-Mr. Meaty: Ewwwwwwwwwwwww.
-Tak and the Power of Juju: No. Just no.
As you can tell, I don't love too many cartoons, but the ones that I like I really like. I am really annoyed whenever there is no Futurama or P&F to watch.

Regular Show should be on best, because of its imaginative storylines, with all of its wacky and magical things happening.
Plus, it's not THE Regular Show, it's just Regular Show.

Best: My Little Pony Friendship Is Magic. Nuff Said.
Worst: The Wonder Pets. The animation looks like it was made in five minutes, the story looks like they didn't put any thought into it, and the overall premise drives me crazy.
