Well, that resizable scripts pane in Chirp turned out to be a bit tricky at the time. I'm flattered that you're still interested in this idea (which was before Scratch 1.4 introduced the quarter sized stage mode), but I'm afraid that I'm just too busy developing the next BYOB/Snap version in JS at the moment, so you're on your own. But please feel free to use any of my code, if you feel that it might help you. Good luck!

Click the world, then Open..., then Workspace, then paste all the code in the cs file and highlight it, then click the -, click More... and click File it in and you're done!
That is off the top of my head so it might not be the exact way to get there.
