Offense Meter System

I heard this idea on Lightnin's (very good) sticky on banning, and I think I'd like to expand on it.

Each user will have a meter that is visible only to the user and the Scratch Team. When you register, it will be set to 0. If the user breaks the Terms of Use, the meter will go up a certain amount, depending how bad the offense. Once the meter gets to a certain number, you get banned. When the user's ban is done, the meter is reset to 0.

I also think that after a certain amount of time, the offense will be removed. Example: A user gets into a flamewar and his/her meter goes up by 500. 6 months later, the 500 will be removed. I find it reasonable to forgive and forget.

There should also be a history of the meter changing. It wil explain the offense and how much it added to the meter. Therefore, people can keep track of what they did.

The system should also be color-coded. For example:

Green: The account is in good standing. There are none or not many violations of the Terms of Use
Yellow: The account has had multiple violations of the TOU. It is in slight danger of being banned.
Red: The account has had a history of offenses, and is on the edge of being banned.

Then once it gets passed red, the user is banned. And once the user's ban is over, the meter starts over at green.

I think it would good for users to know exactly how close they are to getting banned. Thanks for reading, and please tell me what you think of the idea. Or if you have a suggestion to improve it.

It's good, but maybe after you get banned it changes to green, then if you get banned again it changes to yellow when the bans done, and when they get banned again it stays on red, and if they get banned again it's a permanent ban unless the scratch team decides to take it out.
But I don't know about this, it might make trolling too easy  hmm  I mean, it'd get harder to get banned.

I don't really think that any sort of "meter" would be a good idea, since I imagine what might constitute a ban varies case by case. There's also the consideration that if you've been getting a couple notifications from the admins about breaking the TOU, you should get the idea that you should start abiding by the rules. Besides, you should always try to abide by the TOU anyway, so why should your standing on some meter affect your behavior?

I actually think it would be a good idea for two reasons: One: There are many many many many many many many many many people on scratch who never check there messages. So they might not know they are at risk of being banned or they might not even know the broke the terms of use. Two: Different offenses could add different numbers to the meter. And if the Scratch team doesn't think the scratcher should be banned, they can lower the meter. If they think they should be banned and the meter is not there yet, they can put a warning near the meter saying that you may be banned and then raise it.

I think it's a good idea because knowing exactly how close you are to being banned would be very useful. Example: I get a few messages telling me that I have done something wrong. I'm all like OH NO WHAT IF I GET BANNED THIS IS TERRIBLE!! But with a meter, you wouldn't have to freak out. You could view it and see if you're close to being banned. If it's right next to "Banned" then you can go crazy. If it's only in the yellow then you won't have to worry. See how useful that would be? Oh and one last thing: after receiving a warning that you have broken the rules, there should be a warning next to the meter telling them to read the terms of use and abide by them.

Hmm...  I think that if someone gets banned, the meter should be set to red when the ban is over, so it would be like being on probation.  I also think the Scratch team should always be able to ban someone, regardless of where the meter is.  If my meter is on green, and I do something horrible, I should still get banned, even if it is my first offense.
