As for Program and Share, bring your computer. If you can't, well, read above why you can't use your phone.
As for Share, not everybody is as lucky or rich as rich and lucky people and have Edge or 3G.

Even if you could, you couldn't because the app would be rejected on the App Store. (if that makes sense)

I think that there used to be one, except the app store took it off. It would be awesome if they put it back on, though!

While there definitely should, Apple's fickle policies regarding unapproved programming languages have already caused a Scratch viewer app to be rejected from the App Store, so it's unlikely we'll see Scratch for iDevices anytime soon. However, other mobile devices that run Flash should also be able to run Scratch 2.0!
As kayybee pointed out, there is a list of common suggestions that have already been resolved, like this one. Love it or hate it, it's always helpful to check that list before posting in Suggestions. (Otherwise you'll just get people telling you to check the list before posting! )
