No you can't do that. Nothing like that exists. If it did then most flash games would be made using gamemaker. It just isn't possible.

I saw one exe to swf converter once but it didn't work anyway.

that wont work.. is converts swf to exe.. not exe to swf

Thats kinda useless. Flash can convert swf to exe on its own.
