I made my game into a .exe via BYOB, so I was wondering if it could be converted to .swf

I don't think there is such a thing. You where probably trying to do what I was trying to do. Where you doing this:
.SB-.exe-.swf

Oh, I see your other post. Like I said, I'm not sure if it's possible. I would be wonderful if there was one. I've been looking for one as well.

Are you using an Apple? If you are I can help.
1. Right click on the file.
2. Click "Duplicate"
3. Right click the duplicate
4. Click on "Get Info"
5. In the window that pops up somewhere near the bottom it says "[title].exe". If it doesn't show the ".exe" click the box under the title.
6. Change the ".exe" to ".swf" (No quotations)
7. Open the duplicate to check if it works.

Better way on a Mac:
1. Steps 1-3 in the previous steps
2. Select the new file
3. Press the Enter/Return key
4. If there is a .exe at the end of the file name, replace it with .swf
5. If not, add a .swf to the end
See? Easier.

No. exe is a file for windows, an executable code. Especially when a sb is put into a reader to make an app/exe file, it cannot be converter to swf.
there is no exe>swf converter.
The only way to do that would be to read the code of the exe, and replicate it on Flash.
However, there is a swf>exe converter called Air.
Bottom Line: You can't put your scratch projects onto kong!

There is this thing called "Web Game Builder". You can convert .exe to .swf with it. But it costs $50. Looks interesting.
