Everybody Edits is a cool game. It's basically an MMO platformer, except you create rooms that are either editable by everyone, or only by people who have a code. All rooms are publicly playable, though.
There's a free version, but the paid version has tons of new features, so it's sort of like Minecraft.

You have to pay $0.01 through PayPal. It's just to confirm you're over 18 or that your parents are OK with it, because it's not filtered. You don't really need the chat to enjoy it, though.

Test Drive Unlimited 2 is a great one, if you like racing. Farcry 2 is great, but only if you can play it or like FPS's. While they are not true sandbox games, they still allow you to go where ever.

Try Platinum Arts Sandbox or Cube 2: Sauerbraten. The former is more of a game creator, and requires some programming for interactivity. The latter is a fun first-person shooter which includes pre-built levels as well as created-in-runtime levels, and features both single and online (multiplayer) play. Both are totally free.

Agreed with Just Cause 2. Not exactly a "sandbox" game, but it still has an open world and is tons of fun.
I've heard bad things about Test Drive Unlimited 2 though. In my opinion Burnout Paradise is much better.
