My Computer fans are on full blast because the temperature reading was over 40 C
Will this over-reacting over high temperature prolong the life of my computer or just clog up the fans?

Its winter here... but it can rise above 40C in summer in Australia

40C is a pretty safe temperature for a processor... obviously, keeping it under that is always good, but going a bit over isn't going to kill your cpu. Make sure to keep it below 60C under load, and you should be fine.
Just for reference, my cpu runs at around 45C when I'm just using it for non-intensive tasks like web browsing. (It used to run cooler; I should probably clean the dust out of my heat sink.)

Mine's a mac and has around 6 temperature sensors for HDD, CPU, GPU, ODD etc.
You can probably install a program to view temps on windows
